A Frame is a bloodline-engineered vessel that lets mortal flesh carry an Òrìṣà's power. Frame and Òrìṣà are categorically different.

The Òrìṣà were never lost. What was burned with the archive was the bloodline-private engineering that builds a vessel within a chosen bearer. A Frame is that vessel; the Òrìṣà is the divine entity and wisdom carried through it. Afolabi's four Frames make him unprecedented, but they do not collapse those categories.
